GENERAL PRESENTATION OF CONSTANTZA HARBOUR

1.1 Specific features of the port

Constantza Harbour, together with his two satellites Midia and Mangalia, is the most important Romanian harbour located on the coast line of the Black Sea, representing the terminus point for the European transport corridors no. IV and no. VII. Although not located at the Danube river mouth, Constantza is linked with Danube river by the Danube-Black Sea navigable cannal which has a length of 64 km. Building this cannal, in 1984, the link between the Danube and the Black Sea was shortened by 400 km. The opening, in 1992, of the Rhine-Main-Danube Cannal, has created an inland waterway crossing all over the Europe and offering to the enclosed countries of the Central Europe a transport alternative shorter by 4,000 km; the route via the Suez Cannal-Constantza-Central Europe is saving 8 sailing days compared with route crossing the Mediterranean Sea using the North European Ports.

Nowadays, Constantza Harbour is divided into two areas: the northern port, which is a multifunctional harbour with specialised berth for handling of general wares, grains, liquid and solid chemical products, containers, ore, coal, coke, cement, metallurgical products, crude oil and oil products, and the southern port (of which construction is not finalised yet), here being located the RO-RO terminal meant for wares sea transport on wheels, the ferry-boat terminal, the new silo terminal and also the Constantza South free trade zone. In the northern port is also located the Naval Shipyard, covering an area of 50 ha.

Constantza Harbour covers a total area of 3,626 ha, from which 789 ha are covered by the northern port (484 ha of land and 305 ha of water, 15 km of wharves, 82 berth from which 68 are operational) and 2,837 are covered by the southern port (610 ha of land, 2,227 ha of water, 13 km of wharves, 50 berth from which 25 operational). The harbour is protected by two breakwaters having a total length of 15 km with an opening of 245 m; the depth in operational berths is ranged between 7 and 14 meters (the northern port, an

exception being the special berth for crude oil, which is 19 m deep) and between 7 and 19 meters (the southern port).

Constantza Harbour is managed by the National Company “Maritime Ports Constantza Administration” which is under the coordination of the General Directorate for Maritime Transport of the Ministry of Transports.

2. TYPES AND QUANTITIES OF WASTES

2.1 Wastes collected from the harbour platform

During the last years, from the land-based activities in Constantza port were generated the following amounts of wastes:

– 22 000 tons in 1999

– 30 000 tons in 2000

– 27 000 tons in 2001

The categories of wastes consists of: ferrous and non-ferous materials, paper, glass, chemicals, woods, demolishing materials, sand, plastic; also, specific categories of wastes results from the construction and repairing activities of the Naval Shipyard, like mineral dust, metallic waste, calcium hydroxide sludge, oil wastes (slops), zinc waste.

2.2 Wastes resulted from navigation activity

a) Oil waste collected from ships:

-bilge water from the ships and sludge: an amount of 3,000 tons/year

-dirty ballast and cleaning water from oil tankers: an amount of 175,000 tons/year

b) Culinary domestic waste: an amount of 1,500 tons/year

c) Solid waste (threw overboard by ships crew) collected from the water surface: an amount of 1,200 tons/year

2.3 Other types of waste

a) Sediments resulted from dredging activity: approx. 100,000 m3/year

b) Contaminated soil: approx. 250 tons/year

c) Special waste (from sanitary units): approx. 12 tons/year

3. PORT RECEPTION FACILITIES

Through the Law no. 6 from 8 of March 1993, Romania adhered to the International Convention for Prevention of Pollution from Ships, known as MARPOL 73/78, accepting the appendices I, II and V of the Convention. In order to fulfil the provisions of MARPOL 73/78 regarding reception facilities, Constantza port provides services for:

a) Collecting the bilge water, sludge and garbage from ships.

The taking-over of the waste water from ships is done by National Company Maritime Ports Administration Constantza, at a written requirement from ship agent and it is certified by issuing a MARPOL type Certificate, approved by Constanta Harbour Masters Office. In this respect, the Company is endowed with four motor boats, type DEPOL, with a capacity of 40 m3 and one collecting ship with a capacity of 600 m3. The storage of the waste waters is done into a storage tank with a capacity of 900 m3; after gravitational separation takes place, oily fraction is given to be processed by specialised companies, the watery fraction being given to be treated by Oil Terminal.

b) Collecting the garbage from ships.

The taking over of the garbage from ships has a permanent character, with a rate established by the harbour regulations, depending on the season (at two days in summer and four days in winter) and is performed by Technical Vessels Department of my company. Garbage is collected in PVC bags that are supplied to the ship by the company, in adequate quantities function of the ship necessities. The disposal of these bags is done at the harbour waste dump site.

c) Collecting the dirty ballast and washing waters from the oil tankers

The taking-over of dirty ballast and washing waters from oil tankers is done by Oil Terminal, which has a gravitational separator with a capacity of 20,000 m3 (two storage tanks, 10,000 m3 each of them). Effluent flow rate is 9 l/sec (763 m3/day).

5.RESPONSABILITIES FOR IMPLEMENTATION AND ENFORCEMENT

The following authorities are involved in the waste management in Constantza harbour:

1. National Company Maritime Ports Administration Constantza:

- assures services for the taking over of the bilge water, oily residues and garbage from the ships

- carries out the harbour waters cleaning

- assures interventions in case of accidental pollution within the port limits

- assures the space for harbour waste disposal and neutralisation

2. Constantza Harbour Masters Office:

- supervises the compliance of the ships with the provisions of national legislation and international conventions regarding pollution prevention

- inspects the ships and checks the pollution prevention equipment

- notifies the pollution incidents caused by ships and applies penalties according with national legislation

3. Environment Protection Inspectorate:

- regulates, from the environmental point of view, the activity of all the companies inside the port area

- makes periodical controls regarding the compliance of the companies with the environmental legislation provisions

- notifies the environmental pollution incidents (for air, soil, water) and applies penalties

- issues environmental licenses for the companies who carry out activities of taking over of the oily wastes in order to be reused

4. National Company Romanian Waters

- assures the coordination and the control of internal and international regulations application in the field of water administration

- assures water quantitativ and qualitativ administration, exploitation works related to water administration

- notifies water pollution incidents and applies penalties

5. Constantza Preventive Medicine Centre:

- regulates, from the sanitary point of view, all the activities performed by companies

- organises and supervises the destruction of vermin and disinfection activities

- imposes measures in order to prevent illnesses spreading in case of epidemics occurence

6.RESPONSIBILITIES FOR THE WASTE MANAGEMENT PLAN IN CONSTANTZA HARBOUR

According to the specific objectives of the Waste Management Plan for Constantza Harbour, the following actions will take place by the National Company Constantza Port Administration in order to ensure an effective and efficient waste administration, in compliance with national legislation and international provisions concerning environmental protection:

Construction of treatment plant for processing the waste waters collected from oily tank and noxious liquid substances from ships in OIL Terminal.

1. Incineration of the medical wastes coming from sanitary sites inside the harbour area

2. Disposal of polluted dredged material in dedicated sites and analysis of the sediments

3. Building of an “ecological” dumping site, placed in the northern port.

4. Sanitation of the existing waste dump, by doing a risk assessment study and identifying mitigation measures after landfill closing

7. CONCLUSIONS

Taking into account the grouth of the port traffic in the near future, the wish to address and to solve in an appropiate way the environmental problems now is facing with, and the need to harmonise the waste handling practices to the West European standards, Constantza Harbour made important steps in order to have a coherent strategy concerning environment protection within the port area and to endow with specific equipment meant for preventing and combating pollution incidents.

One of the most important steps was the development of the Waste Management Strategic Plan for Constantza Harbour, which is a part of the Waste Management Improvement Project financed by the Dutch Ministry of Economical Affairs, being developed between 1998 and 1999, with full support of a Dutch Consortium of Consultants under the leading of IWACO BV, Consultants for Water and Environment.

The implementation of this Strategic Plan will help Constantza Harbour in his efforts to comply with the provisions of the International Conventions and to fulfil the requirements of the West European standards regarding environment and waste management.
